County to seek restitution from Reams, Culp, and McNeill

Jefferson County will be submitting a victim impact statement at the sentencing phase of former Clerk of Court Kirk Reams and codefendants Warren Charles Culp and Justin Tyler McNeill. Reams was found guilty of felony grand theft by a jury on August 27, following a seven-day trial. Culp, formerly a consultant and the finance director in the clerk’s office, and McNeill, chief deputy clerk and director of finance, earlier pled no contest to charges of felony grand theft over $100,000 and organized scheme to defraud over $50,000.
