Unintended Consequence of Property Rights

In the article about the Trulieve grow operations Commissioner's Tuten and Hosford expressed concern and sympathy for resident who live near the marijuana grow operation. I live in the Waukeenah area and I can smell this facility when I drive by with the windows closed. I can't imagine how this must smell if you lived next to this facility. Unfortunately this was not an unintended consequence of property rights it was an intendented consequence. So what are property rights? Florida statues say
